Cover up army maneuvers
This stratagem is the exact opposite of bluffing, and I can see this stratagem being pretty useless. If your enemy think the army coming at him is much smaller than it actually is, he might decide to open gates to defend and thus letting you kill all of his troops inside. This stratagem is also very cheap.
