The empty city is quite the opposite stratagem to regard bushes and trees as soldiers. Instead of making your army look larger than it is on the scout report, this stratagem make it look smaller, only 10% to 20% of it’s actual value. This can be useful to trick someone to attack into a massive defense wall and make you crush them in battle. It is active for 24 hours.
