Alienating and Instigating
This stratagem lowers the loyalty by one of your opponents heroes by 10% to 50%. If your opponent has an amazing hero as mayor of a city you can successfully attack I can see this stratagem being pretty useful. It is however quite expensive like all the offense stratagems are, so I doubt I will use this much, if at all.

My suzerain has used the “sowing discord” repeatidly on my city.
Heros at 100% loyalty were captured which surprised me. Last time he got the mayor.
Any advice?

move your heroes to another city or hide them in a valley.
